new build randomly reboots every few minutes

Its crashing with both sticks with xmp on and off now. Tried my corsair 750watt that i know works from my other rig no joy. Its not having any of it. I think im going to return the bits i bought (cpu, ram, mobo) if they test it and its faulty ill get new ones
 
Yea it's possible, try building it out of the PC and make sure the RAM is firmly seated.

It does sound like either your motherboard or RAM ram has a fault though.
 
you sure you are using the correct ram slots ?, also try setting SoC voltage manually to 1.100v and hard set the FCLK to half of your DDR speed, so in your case set it to 1500mhz.
 
it seems the MSI B450 MAX is best avoided, had a freind who had a x570 board from msi and it was doa from the states, i tried in vain to get it working but his board was having non of it, try looking at gigabyte or perhaps asus (i know a fair few ppl here don't like asus, apparently too overpriced for what they are)

have to admit having two boards go bad is pretty bad luck, what ever you go for now i hope it all works when rebuilt :)
