New Build Randomly Shuts Off After 30 Seconds?

Could your Uni room be limited as to how much power you are allowed to take? I remember when I was at Sussex University back in the early 90's. We were not allowed to use Kettles in our rooms, so they rig the power in the rooms to limit us.
Maybe this is what is happening to you? Your PC is just too powerful for the uni room mains? I bet it would work fine in the kitchen... try a long extension lead from the kitchen.
As to the sick parts.... that sounds like a more major problem. Possibly caused by both the bad power interruptions and the bad BIOS update. (Many motherboards have a "blind" BIOS update process... but I have found that when the fans don't spin the news is often bad...
