Well this evening I have been looking at my setup and it seems all over the place.

My current setup is

GA-Z77X-D3H
Intel(R) Core(TM) i5-3570K CPU @ 3.40GHz
AMD Radeon HD 6900 Series 2gb
8gb of DDR3 ram
500gb Samsung evo 850 and Samsung HD103SJ 1tb.

I dont think they is much to be salvaged from this setup other than the hard drives. I didnt even realize that the graphics card was 6 years old.

Looking for something that will run quiet while i can play fsx and games like Cities Skylines and Planet Coaster.

Any sort of help would be much appreciated.

Overclock the cpu and put a modern gpu in it and you will see a significant performance boost. A extra 8 Gb of memory would probably help as well. You will need to flash the motherboard bios to the latest version if it isn't already on it to ensure compatibility with modern gpu's.

It will give you a significant performance gain, yes. It's the biggest, most cost effective upgrade for you. That 3570k of yours should clock considerably higher than that if you have a decent cooler. It is common for them to hit 4.2-4.5Ghz, sometimes more.

Sorry for the thread bump but looking at graphic cards now and thinking about a 1050ti.

My gaming would be at 1080 playing cities skylines, Prison Architect and FSX/ X-Plane 11.

anyone have any recommendations?

I would prefer something with more grunt unless you are willing to turn some settings down. If you can't stretch to a GTX1060 or AMD RX570 you could pick up a second hand GTX970 for less than a brand new 1050ti and it is a considerably more powerful card.
