new build will not boot os

Just built my new machine with help from my comrade but the hard disk with xp on which was in my old machine does not boot it gets to start in safe mode or boot normally etc then when you choose the whole pc reboots.
Any thoughs on this ? Also the cdrom shares the same ide cable as the hdd what should the jumpers be set to on the hdd. device master 16 head or device master 32gb clip or slave, cable select or forcing dev1 present

cable select middle should go in hdd end of lead connector in to cd dvd rom.
maybe it's because you have new board and it has all the wrong drivers on it ?
