Gearbox on the type R, the synchromesh has a tendancy to go, although many of them should have been sorted under warranty.

A couple of curveballs for you to consider that haven't come up so far.

Octavia VRs
Mitsubishi legnum VR4

Both could fit in your budget

Different class if he can afford the fuel, which isnt much worse than a lot of the others mentioned.

When Autocar do a road test, they do it properly - part of this involves strapping professional timing gear to the car and getting accurate performance figures. They said 6.8

BMW Factory data for the 2000 528i automatic is 0-60 in 7.7 seconds. - Not many manual e39 528i's about.
