New CPU confusion

Not sure what is happening with my new Q6600
earlier it was 2400mhz now its dropped, whats caused this & how can I fix it?

It's Intel SpeedStep. It lowers your multiplier when you're not doing a lot, this is to save energy and keep temperatures down. When you start doing things like gaming and stuff, then the processor will up it's multiplier to run at full speed.

If you don't like this feature you can turn it off in the bios.
 
its either speedstep or C1E. my CPU did this when it first was installed,

C1E attempts to save power by lowering the CPU multiplier and therefore lowering the FSB.

to stop it go into the bios and look for C1E and disable it.
