New CPU_RAM_MOBO to replace old ones

At the moment am using a
Intel W3540 not over clocked. MOBO wont allow it.
Supermicro X8SAX Stock cooler
12GB 1333 MHZ DDR3

iv got a RX 470 already put into the System
I've tried putting a SSD on to the system to see whats on it. But the PC wont boot up with in connected. as soon as i unconnected it PC boots straight away
My budget it around £600-£700. would like to stick with Intel. I will be looking to over clock it. or maybe buy a overclocked one. to run with a corsair Water cooler kit.

Will be looking at SSD after i upgrade system so i know it will work.
