New gpu & now dead rig

Is it possible that a doa gpu can kill a mobo?

Put my new hd6950 into my rig today. When I hit the on button nothing happened. No fans spinned, no activity whatsoever.

Put my old gpu back in & still nothing. There's a faint smell of burning plastic from the hd6950.

Psu fan runs if I use a paperclip to short the pins. Tried running a stripped down system outside the case but still nothing. No speaker so cant check for beeps.

No way to test if the new gpu even works or if my mobo just decided to die today.

Any suggestions?
 
Tried again running the rig out of it's case. Still no signs of life apart from when using paperclip.
However, have noticed that when I flip the switch at the back of the psu to the on position there is quite often a pop sound and a spark and sometimes even some smoke.

So even though shorting green & black wires of the psu indicates all is well, there might actually be a problem with the psu?

Reckon I'm gonna have to buy a new psu afterall. Fingers crossed that's the only issue.
