New iPad deleted all my files

So just upgraded to a new m4 pro iPad and done the exact same thing I always do . Back up to I cloud etc
It finished setup and all my files are missing . I think meh go to I cloud and get them from their and to my horror everything is gone .

Can’t recover them they aren’t in the recently deleted file and also disappeared from my phone and MacBook .

Any idea what could have happened as I’m absolutely gutted as there was some seriously important files there and I have been an apple user since the iPhone 4 and have never had this happen after many many upgrades

Should never ever rely on only 1 backup solution
If anything is important multiple backups
Should always be made

As reuben said

I don't use apple stuff
But my partner does and usually think
I put them side by side and transfer everything
To new device that way
