My gf has got a new mobile, her current one is on the way out.

The new Samsung, does not have an SD card he said in currys that its becoming the norm now to encourage you to use cloud, so they put 128gb as a minimum HD in the phone instead.

Fair enough, but if you want to put music on it, I personally use my SD card rather than phone space.

Anyway, I am not sure if her contacts are on her current SIM card, or the phone, or both.

What is the best way to transfer them all from the old to the new phone ? And what are the pros and cons of both storage spaces for contacts ?

The best way to transfer contacts is to sync them to the Google account. Then when you setup the new phone it will transfer the contacts.

All phones come with a part of the setup that let you sync with your old phone these days as well so you can kick that off and it'll basically be up and running with everything on as soon as setup finishes.

As mentioned you can sync to her Google account, you can even check here to see if it's been synced: https://contacts.google.com/

Haven't saved contacts to the SIM directly for years since I sometimes change networks.
