New PC build - not booting

Specs:

Cpu - Amd Ryzen 7700x
Gpu - Nvidia GeForce rtx 3070 Ti
Mobo - MSI B650 GAMING PLUS WIFI
RAM - Patriot Viper Venom DDR5 16GB
PSU - Corsair Cv450

I’ve bought a pre built gaming pc, and have slowly upgraded things like the RAM and GPU, I have recently taken the plunge and upgraded the CPU and motherboard together which has ended up giving me the specs above (my first time going through this process).

Having assembled it all, upon booting the computer I am met with red cpu and orange dram lights on the motherboard (both solid), and nothing coming up on my monitor at all. I have tried troubleshooting this various ways, I have tried replacing the CMOS battery, resetting and adding in newest BIOS, putting the RAM in various configurations, checking the pins on the cpu and the motherboard, none are bent or out of shape, and being fairly new to all this I feel like I’ve exhausted all the options I’ve seen on the internet.

I’ve spoken to a friend who knows about this kind of thing and he says it may be a problem with my psu, as it might not be providing enough power, but having had a look around it seems as though this might not be the problem, as my fans, gpu and cooler all turn on when I switch on the computer, and I think I can hear the CPU working..

Is anyone able to provide any suggestions? Is it likely the PSU and an upgrade is needed? Any help would be much appreciated and apologies if I’ve missed out any key info.. cannot emphasise enough how much of a novice I am when it comes to actually getting inside the computer and upgrading!
 
i would say it could be memory training, if its your first time booting on am5 you need around 5 minutes to let the memory train before hand, afterwards the pc should post, then go into the bios set expo and exit, around 1-2minutes later the pc should post with the applied expo profile and you should be good to go.

at idle the 450w will be enough but under load not a chance, you'll need something in the 650-750w range and ideally gold rated.

First thing I do is always assemble the bare system outside the case, usually on the motherboard box.

As mentioned worth just letting it power up and sit for a while as you never know with the latest parts and boot times. Maybe get a 4 pin PC speaker to plug in the mobo header for more diagnostics.

When the system sits does the caps lock or num lock work on the keyboard at all?

Does the monitor come out of sleep at all usually goes blue for example?

Just mulling ideas but does the PSU have a 4 pin or 8 pin CPU connector as well as the PCI-E GPU connector(s).

Your PSU is no where near powerful enough, as other have suggested, you're going to need 600-700w min, I think the recommended specs for a 3070ti is a 600w PSU min.
Do you have any other ram you can try ? I've never had any luck with patriot ram, is it even on the motherboard QVL ?
