New PC build - not booting

Specs:

Cpu - Amd Ryzen 7700x
Gpu - Nvidia GeForce rtx 3070 Ti
Mobo - MSI B650 GAMING PLUS WIFI
RAM - Patriot Viper Venom DDR5 16GB
PSU - Corsair Cv450

I’ve bought a pre built gaming pc, and have slowly upgraded things like the RAM and GPU, I have recently taken the plunge and upgraded the CPU and motherboard together which has ended up giving me the specs above (my first time going through this process).

Having assembled it all, upon booting the computer I am met with red cpu and orange dram lights on the motherboard (both solid), and nothing coming up on my monitor at all. I have tried troubleshooting this various ways, I have tried replacing the CMOS battery, resetting and adding in newest BIOS, putting the RAM in various configurations, checking the pins on the cpu and the motherboard, none are bent or out of shape, and being fairly new to all this I feel like I’ve exhausted all the options I’ve seen on the internet.

I’ve spoken to a friend who knows about this kind of thing and he says it may be a problem with my psu, as it might not be providing enough power, but having had a look around it seems as though this might not be the problem, as my fans, gpu and cooler all turn on when I switch on the computer, and I think I can hear the CPU working..

Is anyone able to provide any suggestions? Is it likely the PSU and an upgrade is needed? Any help would be much appreciated and apologies if I’ve missed out any key info.. cannot emphasise enough how much of a novice I am when it comes to actually getting inside the computer and upgrading!
