NEW PC BUILD NOT SHUTTING DOWN OR RESTARTING PROPERLY

I have just finished building my pc & installed windows vista.

However, when I choose shutdown or the PC needs to restart during installtion the system isn't shutting down properly.

What happens is that when it shuts down or restarts the monitor goes blank as if it's not receiving a signal but the system stays on & the fans, etc, stay on.

I have to press the power button for more than 4 seconds to turn of the system then switch it back on manually.

Any ideas on what could be wrong?
 
Yes I am using the shutdown button.

However, when the system needs to restart when an install is happening it doesn't do.

Like I say the screen goes blank but the system doesn't actually restart or turn off as the fans, etc, keep working.

I have to manually switch it off & back on again.
 
What do you mean regarding the reset switch?

The PSU I have is the Corsair 620 watt & has no switches on at all.

This is connected to the 24 pin power connector on the mobo & the 8 pin connector is also connected.
