new pc won't boot to bios!

So I have helped my friend build.his pc and we finally have everything together connected properly and it was able to boot to say that abuse drive we plugged in had no os.however we have tried booting without and it skips the bios and goes to a black screen with a mouse pointer on the bottom right, however we cannot use the mouse nor the keyboard. Any help?
 
No we have not but it should just boot to bios and as I said I cannot use the keyboard so delete doesn't work and the motherboard logo doesn't even appear on screen
 
Is the MOBO brand new? If not, could try clearing the CMOS.

It likely won't help, but it's what i'd try next.
 
Somehow I think I'm wrong here but could this be caused by the bios not recognising the cpu? The cpu stated is only supported since the 2nd revision bios.

Or could it be a ram issue as you're mixing sticks?

No but you've installed it so it's made it past POST already. So it's highly unlikely it doesn't recognise cpu.

Unplug the hard drive and turn it on. See if it whinges about no drives connected.
 
Not familiar with your mobo, but are there any any red leds showing on the board?

You could try removing the Cmos battery for about 15 minutes or so, see if that works.
