new pc won't boot to bios!

You are using the USB 2.0 ports and not not the USB 3.0 pots? (Not that it should matter but worth checking)

Also have you tried a PS2 Keyboard or Mouse?
 
if I were you id try with another make/model kb if you can or a ps2 socket kb

it could also be a borked windows install but still it should enter the bios by pressing delete key even with no hdd attached

if you can get a working kb then I would update to the latest motherboard bios and try your other keyboards as they might be better supported with the latest bios

then make sure you set the hdd/os as first boot device in the bios,if its still skipping to a black screen with blinking cursor in top left then boot from the windows disk and do a startup repair,that might fix it
 
if its not letting you in the bios though they ain't working

they will light up ect but they wont work with the motherboard/bios is what I mean (not supported)

you should just be able to press delete a few times at gigabyte splash screen and then it will go to bios screens

(take your kb with you next time or try and take asmany as you can,then try all of them)

How is the PC connected to the monitor? I sometimes find a HDMI connection won't properly kick in for a while, meaning it doesn't start up fast enough to display the POST screen. Try a VGA/DVI connection and see if that helps.
 
Just try spamming the del f8 keys as soon as you press the power button. See if you can get into bios that way. Also as said above a ps/2 keyboard would be much better as you can knock out any potential driver issues.

How is the PC connected to the monitor? I sometimes find a HDMI connection won't properly kick in for a while, meaning it doesn't start up fast enough to display the POST screen. Try a VGA/DVI connection and see if that helps.

I've seen a few posts around that the January bios caused issues and you had to force it to use the onboard outputs via the bios screen.

(I bet this is one of those issues that would be obvious when sitting in front of it but difficult to diagnose over the interwebs)
