with the OEM 8400 I take it I have to apply thermal paste and add a heatsink and CPU Fan ? Been a while since I've used thermal paste !

You don't need a good fan to keep it cool, mine sits around 50 with the crappy stock one

Ready to order these parts, only thing I need is some thermal compound for the cpu and a fan to cool it with - cheapest which will get the job done please. I take it arctic silver thermal paste is still good?

Artic silver should be fine, I've used that on my last 2 cpu's for my server and no issues at all.
