New Property, BT Dialtone, ISPs Wont Accept Number

Ive just moved in to a new rental property, ive plugged in a phone and dialled 17070, got the number from BT technical menu, tried to get my line rental from another company but no one seems to accept the phone number. Anyone got any ideas why that would be or got any suggestions?
 
To do a line migration to another service provider, the line must be active with BT. If the line has been placed in a 'stopped' status (sounds likely) then this is why then cant transfer the number.

Ring BT and find out if the line has been stopped. If it is then you can choose to restart the service with BT, or you can ring up the LLU provider you want to use, and ask them to take over the line. You will be given a new number, and some providers may change it similar to a new line install.
