If you watch the 90minutes dev video you will see JC is still very PC focused and talking about hoping to release an unsupported "dev" build on the PC which is closer to his original vision.
He was talking about possibly redoing one of the levels with far larger textures. Doubt it would end up being much more than that.
The game probably is what they envisioned considering it was made with the consoles as the basis for it, something that Carmack already admitted was a mistake considering how far pc's have advanced in the 6 year dev time.
He mentioned 2 things (well actually 3) - redoing one area with very high detail atlases, releasing an unsupported build of the game closer to his original vision (tho I'd imagine that would be a prohibitively large download) and research projects for playing with specific advanced features (some of which will likely make it into other games developed on the engine).
How can there be an "original vision" though, the game was planned with console specs in mind, they knew the downfalls of working with the memory limitations with the consoles. If anything the original vision should be the final console product.
He did mention maybe redoing a single level with higher res assets, theres no way they would redo the whole game just for it to be a free download.
He said in the keynote that they originally started development with PC in mind and only part way through development realised that they needed to focus on consoles.
I didn't hear that anywhere, there was a video a while back where he stated that making the game have a focus on console specs at the time was a mistake as the pc just leaped and bounded over the consoles in terms of power since they started development.

It wouldn't be a free stand alone download - you'd need a retail version of the game.
RAGE (well idtech5) very definitely started with a PC focus, console focus only came in about mid-way through the development cycle - I can tell you this for a "fact" I have fairly good ties with idsoftware.
Theres an editor you just have to bring down the console and type a command in to use, same as doom 3.
