New RAM, CPU OCs reset on bios

I bought some Patriot Viper 3 memory for my system;

CPU: i2500k
Motherboard: Gigabyte Z68AP-D3
Video: AMD 6970 (two in crossfire)
PSU: Corsair TX850


The previous memory was a Corsair Vengeance 1833mhz 4GB but it started giving me blue screens and memtest failures so it had to be replaced.

The issue is that with the new memory in, the BIOS will not let the system boot to Windows if it overclocks any higher than the default 3.30ghz on the processor. It also won't boot to Windows if I try to change any of the memory settings either, so the new memory which is supposed to be set to 2133mhz at 11/11/11/27 is running at the much lower BIOS defaults. I've set the BIOS to fail-safe defaults and tried to start again from scratch, but even the smallest clock adjustment has a negative reaction. With the old memory it previously ran at 4.40ghz.

Could there be anything I'm missing? It was fine before.
