Right so I'm new to overclocking, and have no idea where I start despite reading the intro bit.
What are generally considered safe temps for CPUs and GPUs?
Also how far do you think I could push my set up currently?

You aren't going to like this but your motherboard and psu are crap. Powercool psu's are very poor quality and i wouldn't trust that with a power sucking cpu such as the 8350. Your motherboard just isn't up to the job. Piledriver cpu's need a good board such as a 970/990 chipset board with plenty of power phases and good vrm cooling. You skimped on both the motherboard and cpu and will need to replace them if you want to get the best out of that 8350.

Dont beat around the bush patymuncher lol.
As said, you need a new PSU, mobo and cooler (depending on what you have) before you start overclocking. If its new, then maybe you can DSR and get better ones?

Anyone suggest a decent one then before I come back on and you all tell me I've got another crap one ha.

What's your opinions on factory refurbished stuff? I can get my hands on a corsair 750w pretty cheap at the minute.

You do not need to spend £79.99-£99.99 on a PSU for that spec.

A good 550W+ will be more than ample and even cope with a bigger GFX card in the future should you decide to upgrade,

YOUR BASKET
1 x SuperFlower Golden Green HX 650W "80 Plus Gold" Power Supply - Black £67.99
1 x Antec High Current Gamer 520W '80 Plus Bronze' Power Supply £65.99
1 x SuperFlower Golden Green HX 550W "80 Plus Gold" Power Supply - Black £55.99
1 x NZXT Hale Power 90+ 550W '80 Plus Gold' Power Supply £43.99
Total : £233.96 (includes shipping : ).

Then that brings us on to the motherboard which was so elegantly put is "crap"

There are no good mATX boards for FX CPU's, you need a board with plenty of power phases and one that has tiny little heatisnk on them around the socket area to help keep them cool. Such as,

YOUR BASKET
1 x Asus M5A97 EVO R2.0 AMD 970 (Socket AM3+) DDR3 Motherboard £74.99
1 x Gigabyte 970A-UD3P AMD 970 (Socket AM3+) DDR3 Motherboard £67.99
Total : £142.98 (includes shipping : ).

Being based on the 970 chipset you get USB3.0, SATAIII and are fine for a single GFX card setup.

If you have a case that will not take a ATX sized motherboard, then you may want to re-think keeping the case.

Many thanks.

As for the comment on my PSU, I only have a 750W because my old one blew after 2 days of it running properly and I got given it as a replacement.

Do you know what case you have? it's no good suggesting a CPU cooler if you cant get the side panel back on because the cooler is just too tall.
