Newcomer looking to "refresh" current PC :)

It has a massive cooler on it. A Venom something? Huge Silver heatsink with a big black and yellow fan on the side.
I think RAM and GPU will do it. I play a bit of Black Ops, CS:S, some WoW, SkyRim.. etc.
I can't say as I feel my PC is slow, but it does need a perk up with the newer games, Skyrim can be a bit nasty. I think it's down to my resolution though, I'm playing my games at my normal res : 1920x1200.. silly I know

Yep, overclock that badboy. That will help with Skyrim, as will a new gfx card (which you can also overclock if you like). That cooler is fine for getting you up into the high 3's, maybe up to 4Ghz if you have a good chip. There are plenty of guides to overclocking that chip out there. Have a go!
