Newly built desktop very slow running Windows 7-Help!!!

I have just built my very first desktop and have installed Windows 7 Home Premium, booting from a USB, i have been using it for a few days and have found that it is very good for playing games and films at high res but when it comes to things such as emptying the recycling bin and moving a file to another folder it crashes for 30-60 seconds, any ideas on why it crashes on basic tasks but not more demanding tasks as i feel the set up is more than capable.

Motherboard: Asus P8Z77 VLX
CPU: i5-3570K @ 3.40GHz
Memory: Corsair Vengeance 4Gb
Graphics: Asus Geforce 210
Power Supply: Corsair CX 500

Okay so memtest found no problems with memory and 'speedfan' gave the hdd 94% for both fitness and performance, i also changed the sata cable, and no luck.

what would be the next potential problem?
 
PROBLEM FIXED
Me and my brother found that even though my version of windows was legit, i had used a debug version by mistake XD , i installed a different version (7 Pro N) and it runs like a dream :) Thanks for the help j6m, bledd, lurkio, kilohawk and addicted :)
