That doesn't need any new hardware, just a cheap scaler chip like ANA in the 360, so I very much doubt it's just upscaling 480p content.

I'd say a fair few years yet.Certainly not before 1012.
Simply because it won't make sense for companies to spend money developing a new console and then try to sell them when a lot of people have little money as it is.
The PS3 is struggling a bit due to it's price.
I think the main aim will be get consoles selling fairly cheaply,sell a lot and then concentrate resources on making and marketing quality games.

No console manufacturer will release a new console while the current one is doing so well.

Even if the new xbox was ready now, it would not be released yet as the 360 is doing so well.
