Hi my current set up is:

Ryzen 9 3900x
Asus Rog Strix B450-f
RTX 2080
Vengance 16gb 3200 memory.

In anticipation for the new cards that have been released what is a decent motherboard and memory to upgrade to before I get a new GPU?

Personally i wouldnt bother but you could change your motherboard to a 500 series if you want pcie4, at the moment pcie4 is not fully utilized.

Even if it will take some years before graphics cards would benefit from PCIe v4, that motherboard has scam level CPU VRM and if 3900X is ever put into full all core load, VRM will be running boiling hot.
So if there's any heavily multithreaded workload use, motherboard change wouldn't be bad thing.

Not worth the money especially since you probably aren’t playing at 1080p.

Get the GPU and wait until next year to upgrade CPU, Mobo and RAM. New Intel and AMD chips will be out, and probably DDR5.
