Sounds more like a mix of a huge oversight and crypto virus then a targetted attack to me :s not good.
As an aside this is way you don't weaken encryption with stupid backdoors, etc. :s (as this would only be the tip of the iceberg compared to what that would make possible).
That's what you get for outsourcing IT. I guess someone didn't stay on top of security or keep proper backups.
Now there will be a big argument with the contractors and they will simply do a runner. That's usually how it goes.
When we got hit by this at work we just wiped the infected PCs and recovered any damaged files from backups. It just encrypts any documents you have write access to but doesn't attach itself to files outside of the local system. After a while it actually deletes itself to try and stop people reverse engineering it.
Clearly not enough budget was allocated to keep the system secure, just like the staff shortage and bed shortage this is an IT security system shortage. To save our NHS from chaos we need to find 6bn more, or a hamster that knows kung-fu so it can defend the system while powering it.
