Night Time Long Exposure Shots

Confused now. My photo was taken just after sunset. Think it was about 9:30 :10:00pm ish

But you might have been 10 minutes late. There is really just a very short 5-10 minutes window of good lighting. Bring there 20-30 minutes later would mean the ambient light level is far lower.
 
On my Panasonic FZ38 this was the best i could do. Just messed around with ISO and shutter speeds to see what worked ...

Going by the exif on flickr that photo wasn't taken with the settings you thought you were using. plus the aperture is at f5.6 not something like f16 or above.

I'd recheck things when you're next taking that type of photo.

Bit surprised no one looked at the exif before this :p
