No BIOS Display, Help?

I bought components for PC self assembly but cannot get past POST.
The Following were returned to vendor and have been declared to be good by him:
Motherboard –Asus M4A87TD EVO, AMD 870, S AM3, PCI-E 2.0 (x16), DDR3 2000(OC), SATA 6Gb/s, SATA RAID, ATX
Processor –AMD Phenom II X4 965 Black Edition, S AM3, 3.4GHz, 8MB Cache, 125W, Retail
Memory –8GB (2x4GB) Super Talent DDR3 Dual Channel Memory, PC3-10600 (1333), Non-ECC Unbuffered, CL 9, 1.5V
Gaming Card-2GB XFX HD 6950, PCI-E 2.1 (x16), 5000MHz GDDR5, GPU 800MHz, 1408Cores, DL DVI-I/ DVI/ HDMI/ 2x mDP
The power supply (750W Corsair TX CMPSU-750TX, 80 PLUS, 87% Eff', SLI/CrossFire, 37dB, EPS 12V, 140mm Fan, Single Rail) was connected to a working PC and worked OK
The SATA power cables were not tested on this PC.
Power connectors 12v-4pin and 24pin were correctly seated as were the 2 power connectors to the gaming card.
Standby power and core unlocker LED’s are one, DRAM LED is off
During POST keyboard lights flicker before num lock comes on and there is a single bleep.
The optical mouse never lights up.
HDMI cable is inserted from the gaming to the PC HDMI on a Flat screen TV
Motherboard manual says “Del” during POST will go into BIOS but this does not happen.
Should a VGA to VGI be ordered
Any help/ideas would be appreciated.
 
Hello and welcome to the forums :)

Sounds like the TV can't display the post data, I assume you can't borrow a monitor to test via DVI or VGA.
 
This will be tricky to explain as i am a novice.
I have a monitor but it is pretty old, im going to need DVI to VGA as the GPU can only house HDMI and DVI i believe. will that work?

It never came with a wire like that, thats perfect for my monitor
If it helps the GPU has 2 lines of sockets if u know what i mean, i had to take 2 of he plate things from the back to fit both sets in.
 
Usually they come with a dongle like the one below, is not possible to borrow a newer monitor to test from a friend or family.

i didnt get a dongle with this one unfortunatley. i could use my old vga monitor because im using a tv at my grandads. ill get a cable and use my old monitor
 
When you say, "this does not happen" Do you mean, when you press "del" nothing happens, or simply that option doesn't appear on the screen?

What's the first thing you see on the screen when you turn it on? Any writing, images etc?

TV's always have lag when connected to a pc with regards to booting up. As soon as you turn on the pc regardless of whats on the telly, repeatedly press "del" anyway, untill something does appear on the screen... hopefully when it does, it will be the BIOS.

Even when pressing del and leaving it for a while, the screen just stays blue and says "no signal" its late and i dont want to start messing with it right now

How is it connected to your telly, what cable? Have you selected the correct source from you telly. It'll be in the telly menu via the remote control.

If you are using an HDMI cable, you will need to select HDMI1,2,3 etc from the input or source menu.
 
The TV is definately set to display the HDMI input using the source button? Got anything else that uses HDMI to test the cable and the Tv like a PS3?
 
I've heard of TVs not displaying the bios because of how low the res is. Could be the bios signal is out of the lower range for the TV?
