No CCC (can't adjust scan) in Win8

Hi guys

Just installed Win8, put Ati 12-10 drivers on but there's no sign of Catalyst Control Centre when I right click (as in every other iteration of Windows). Wouldn't usually care -- but my second Samsung monitor is showing black bars vertical and horizontal. This changes when I put the screen into 1600x900, but when I put it back into 1920x1080 I get the bars back.

Is there a way round this without accessing CCC?
