No power but I've used 2 psu's

It sounds like you have a short or a component incorrectly fitted. I would go over and recheck everything like cpu, ram and power leads. Also try removing the gpu to see it that helps.

Failing that, remove it from the case and set it up on top of a box and try it.

What ever it is, it's tripping the power supply.

So I've taken the components out the case and tried booting using the SFX power supply, nothing, however when the corsair is plugged in it does the slight movement like in the video above no luck with anything else happening though..

I done the below

- Reseated cables
-reseated RAM
- Reseated and Repaste CPU
- Removed GPU
- Built Outside case

Anything else to try, still a flashing CPU light on debug lights
 
Are these all new parts, or known good?

CPU type? Check for bent pins in the socket if LGA, and if AM4 check for bend CPU pins.

PSU and Board is brand new, CPU was from MM and the RAM was from my other pc which was running this morning so I know its not that at fault

System spec please.

Looks like power delivery to the motherboard or cpu, psu ruled out as you've tried 2. Im guessing the short has taken out a component on the motherboard or posiblilly the cpu.

Gigabyte B450 Aorus M
16gb Corsair Vengence RGB Pro DDR4
BeQuiet Sfx-l 500w PSU
MSI 2060super ventus
 
Something shorted when you first turned on the power and you may well have fried something. Are any bits of the motherboard touching the case? are you sure all the cables are connected correctly? (someone plugged their 8 pin PCIe into the 8 pin CPU power in a recent thread for instance).

I've took it all out of the case and all stand offs are correctly installed, I will double check it was the 8 pin for cpu but I'm sure it was the correct... I will check the cpu as I'm putting my old one in and trying later
