No more time and effort than what he already did. It's just dialling in different settings, and arguably simpler as rpm is not as variable, subjective or dependent on other factors. You just turn up the fan controller, or type it into the PWM software, and then take the readings.
It can also highlight how much of the noise is from the fan, vs how much of it is the airflow itself.
 
Just got a set of P12s and P14s (PWM PST) yesterday. They are as good as the review says. Theyre no frills, but I plan to hide them behind the radiators in my system anyway.
I would have got Noctua Redux's version of the A12x25, but that keeps being pushed back. I think it's sometime next year before release now.
