As most noise logs go you have to have 2 people reporting the issue with matching logs. Note that it cant be 2 people from the same address. There is give and take in this but if you’re recording the noise also remember to record when you were out for the night or away on holiday.
You have to record the event the best you can. I had noisy neighbours a while back and had to do this along with 4 other people in my block of flats. I had spoken to them at least 6 times before taking this action. I would think that the rules are the same for animals but I have no idea what they will do other than sending a letter.
If all fails just get an air horn and stand in your garden one morning and air horn each time a noise is made lol. It would **** everyone off but would be funny
