Noisy PC - What part to blame?

Arctic Cooling Freezer 7 Pro CPU Cooler (Socket LGA775) - Deffo the source of a LOT of noise. At full speed this thing is VERY noisy. Can you change the bios options to limit the speed? My asus motherboards Qfan feature sets the fan at 800RPM and this is SILENT!

My corsair HX520 is very quiet but they aint cheap!

I can turn the fan speed down though the bios and it does make a difference alright. I used the standard Intel stock fan just to eliminate the Artic Pro and as I'm not overclocked at the moment, ill probably just leave it on until I decide to do so.

The AF7 should only be going at full pelt if your case is running hot. And I honestly don't see the truth in this suggestion that the AF7 is loud at high speed. Just used the bios to turn mine up, and it was only just audible above my other case fans (which are on low before someone slates my ****** whisper quiet Antec 900).

Check your wiring, and make sure the airflow is getting to your cpu and the general area. That case is a goodun, so theres no question of buying a new one. Make sure your fans are clean. :P

My mobo doesn't increase the CPU fan speed when temps rise, must be a bug (a bug that I like though). I did have the AF7 on a fan controller for a week or so to try different settings and it was just too damn noisy on full for me. Perhaps it affected the air flow in my case or something to make the loud noise (Mirage 62 at the time).
 
Ok, so the PSU is definitely a major source of noise so I would like to pick up a replacement one. Can anyone tell me the minimum watts I will need to run my pc.

Gigabyte GeForce 8800 GT
Intel Core 2 Quad Pro Q6600
3 Hard Drives
3 Optical Drives

I had 5 fans running in my case and got fed up with the hum. Now only have a rear extraction fan and the CPU cooler running. It's near silent and temps have only raised by 2 degrees.
