From what I've read and understood so far, the lower the numbers in the memory timings, the better the memory is.

Is this correct?

(I'd be most grateful if you could supply me with an easy to understand guide about memory timings ect)
 
Yes, the memory timings are the number of clock cycles it takes to perform certain parts of the memory read/write process. (lower = better)

Generally you don't need to worry a lot about the timings unless you are going for insane performance, for example if you want a beastly gaming rig then spend that extra money on a better gpu rather than ram with better timings.

Wikipedia's article is a good place to start reading about timings.

Adjusting memory timings is probably the hardest area of overclocking.
 
My memory wasnt preforming at its speeds it was meant to it defulted at 6-6-6-18 it was meant to be 5-5-5-15 so i changed it, all is fine ^^
 
yeah the difference in cash between cl9 -> cl8 -> cl7 timings can always be invested better in a different component.

DDR3 is so fast, no application is starved of memory bandwidth so giving more of something that you've already got more than enough of generally doesnt do much!
