Yes, the memory timings are the number of clock cycles it takes to perform certain parts of the memory read/write process. (lower = better)
Generally you don't need to worry a lot about the timings unless you are going for insane performance, for example if you want a beastly gaming rig then spend that extra money on a better gpu rather than ram with better timings.
yeah the difference in cash between cl9 -> cl8 -> cl7 timings can always be invested better in a different component.
DDR3 is so fast, no application is starved of memory bandwidth so giving more of something that you've already got more than enough of generally doesnt do much!
