Noob @ oc'ing

Just had a go at overclocking, i have a gigabyte p35 mobo, with an intel E8400. Basically just oc'ed from 3.00ghz to 3.19Ghz. In windows it says that only one core is 3.19ghz and the other has stayed the same at 3.00ghz. Speed fan also says this...

Am i doing something wrong?

Maybe you should read up more, I've never oc'd anything yet so i may be wrong, maybe the method you used in incorrect, wait for someone with more experience to comment, i would undo what you did and get some advice
 
explain what settings you made for your mighty 190mhz overclock ?

My E8400 did 4ghz easy so ramp it up. Prob need to turn off Speedstep.

However the Gigabyte P35 is a poor overclocker so you might not be able to push it much.

try this Overclocking
 
also download cpu-z, this will tell you all the info you need about the cpu.

make sure your ram is unlinked, so it stays at its stock speed.

basically keep bumping up the fsb by 20mhz at a time. (your default is 333)
boot into windows and stress test with intel burn test or prime95.
keep an eye on temps using realtemp and/or coretemp
max temp is 72.C DONT LET IT GO HIGHER

if it passes, raise the fsb by 20mhz and test again.
if it fails, raise the vcore (cpu voltage) a couple of levels
max vcore is 1.36v

just take your time, you will get there
