Noob Question: Can all Android Tablets be used as regular cellphones...

I would say yes, if they have a SIM slot.
Although you'd best use a Bluetooth earpiece rather than look a spanner with a tablet stuck to your face

It's for my mom who is now housebound and needs something for facetime/whatsapp and all the rest of it but will also be able to make and receive telephone calls when needed due to failing eyesight and hearing.

As long as the tablet is LTE you can use it like a normal smart phone. You have 2 choices with tablets. WiFi AND WiFi 4G LTE. You'll need to put a sim card into the LTE one to use it as you would a mobile phone.
Or the more modern like Samsung would have S8 5G

Not all Android tablets have LTE. That is needed to act as a phone.
Some do have LTE, so can make and receive calls and texts. But the next issue is that most LTE tablets don't have an earpiece so you have to use a headset with them.
My Samsung Galaxy Tab 3 Active does have an earlier and LTE so can act like an huge phone held to the ear.
An alternative would be any non-LTE tablet and run VOIP over it such as Skype with a dedicated Skype phone number. This will work for choice calls but not SMS messages.
