Noob question - did I do something wrong with my install - AIO / Ryzen

So I have a Ryzen 5 3600 running on a Gigabyte X570 GamingX (f36e bios). Coolermaster liquid lite 240, with radiator mounted in the top slot of a corsair 800D case.

Chipset and VRM temp around 50 under load, but CPU goes up as high as 80 in the CTR 2.1 test suite (and it says weak cooling detected). Idle it sits around 40 degrees CPU temp. CTR2 shows CCX1 being consistently cooler than CCX2 (10-15 degrees)...

I would have expected somewhat better from a liquid cooler, to be honest the air coming out the top of the case through the radiator doesn't even feel warm.
Are my expectations unreasonable, or have I done something wrong with the install (ie, should I look at pulling it out, cleaning off any thermal paste, applying new stuff and trying again?)

Make sure it's seated correctly with the cpu, was it fresh paste you used?

Also I'm not trying to make you look stupid but have you removed the plastic that may have been protecting the plate whilst in the box, I've heard people forgetting to take it off and then saying about temp issues

Thanks for the ideas - I'm pretty sure I did remove the plastic (I put this together over a year ago)... Buuuuut anything is possible :D

So you agree this isn't right and worth a further look?
 
Try to reinstall the AIO.
For my previous 3600x, before the actual 3900x, wouldn't have such high temperatures.
Using a small negative offset voltage may help to tame the temperature, but don't be greedy if you go down that route. Starving the CPU of voltage is bad for stability. -0.05 to -0.1 is usually a good start.
Using -0.1 I can boost as high as if on auto, but 10 to 15 Celsius cooler.

I cleaned off the old compound and refitted the cooler with some MX5 (and tightened it down a bit more snugly than it was before).
