Noob question incoming.

Sooooo...

I have a PC, let's call it PC-A, and I want to build a new PC, let's call it PC-B.

Now if PC-B is fully up and running with Windows and everything, can I take my Windows HDD from PC-A and put it in PC-B and still get to all my files?
I assume yes, but would probably need to input my PC-A password to do so?

Well, I would be cannibalizing bits from PC-A, so they wouldn't both exist and be switched on at the same time, so no network transferring would be possible.
Which is why I just wanna ram the HDD into PC-B and have done with it
