I am looking to buy a new large IPS monitor. I don’t know whether to go for a 27” 2560 x 1440 or a 27” 1920 x 1080.

1) If you buy a 27” monitor with a 2560 x 1440 resolution can you lower the resolution when you need to or is the resolution fixed? I play games and I have a single 580 GTX. If I had a 27" 2560 x 1440 monitor and I was playing a game that was running slowly due to the resolution would I simply be able to lower the resoution on the monitor?

2) If you do lower the resolution on a 27” 2560 x 1440 monitor to 1920 x 1080 would it still look ok? I am aware there is a corolation between monitor size and resolution size.

3) Would you say a 27" monitor is too big for a 1920 x 1080 resolution?

1) Yes, you can. How this is done will depend on the monitor you buy (for example the Hazro HZ27WC doesn't have any scalers - but the GPU will upscale the image even if you set the resolution in a game to (say)1920x1080) but you will be able to do it.

2) Because you are stretching an image unevenly across many pixels the resulting image won't look too great. Hence why it is strongly recommended to run games at native resolution and do without things like AA if the framerate is too low.

3) I don't think it is too big, though it really depends on how far you sit from the monitor and how good your eyesight is. However, as far as i'm aware there aren't any 27in 1920x1080 IPS panel monitors available to buy. If you mean is it to too big for a 2560x1440 running at 1920x1080 then that is a different issue as the image will look a lot softer than a true 1080p 27in monitor.

The LG's with that res/size and a very thin bezel should be just around the corner (expected release date february 2012). But you're right in that no current monitor has that.
