Control Panel -> Regional and Language Options -> "Languages tab" at the top -> Click Details.

Change default input language to "English (United Kingdom)" at the top.

keyboard settings

it sounds like it is set to the US configuration

quick fix

start>ctrl pnl>regional & language options
make sure all is set to UK

that should work

if you still have the lanuage bar next to the time in the bottom right then i think you can change it there too

during setup, you should have selected UK keyboard & Languages instead of blindly clicking next

go to Control Panel, Regional and Language Options

oops, bit slow
