I think you can probably go a bit lower than a 780 based on your requirements but I'll let somebody else recommend with more knowledge on the photo editing side of things.
 
What if I was to add another card to my existing 460's? Say a 770? As the main with 2x 460's as helpers? Would I have to use 3 way SLI bridge card thingy? Would they work together? My budget just dropped with a house move imminent doh. Still what monitor for around 250? For photo shop and games ?

That might help fund a 780? Still reading about the 290 being loud and people having problems

You'll get around £80-100 for the 460's and you can only sli them with another 460 and i dont think its worth the limited gains or the hassle.

Its a tough choice with the budget, for £600 you're going to have to compromise on something.

Personally i would avoid a cheap 1440p monitor and go for a :-

That's like saying mines bigger than yours lol you must explain

A pair of GTX 690s will beat a pair of 290Ps or 290Xs @1080p and 1600p even though the GTX 690s only have 2gb per GPU.

It is not even really about mine is bigger than yours, it's about people saying 2gb is no good for 1080p. The GTX 690s are the ultimate 2gb cards and take some beating as they are still NVidias fastest cards.

What games are out currently which exceed the VRAM limit and would have acceptable frame rates if you replaced the 2GB with 4GB?
Gaming don't use more than 8GB of system ram neither (currently), but if 16GB of ram was the same price as the 8GB of ram, I know what I'd be getting :p

But to be honest, for OP's use, I'd think his best bet is probably to get a 2nd hand GTX780, and spend the rest on the monitor.

OP if you are going to use 1440p a GTX780 would be a good bet, I don't want to say how about a 290P as it may not be suitable for what you want to use it for whereas you are already using NVidia.
 
I'm looking for best bang for buck so if 290 is better for less I would get one

290's 780's are for most stuff tbh within spitting distance if your after one imo buy w/e one is cheaper on the day your buying unless u want/need features of one of the vendors
 
Tbh if you believe that the prices are too high for the 780/290 then go for a 770? They are like ~£240, and if you want the ~£200 go for a 760, the 280x has massively risen in price

Fallacy because there's more to GPUs than RAM whereas with system RAM it serves one purpose. But yes I get your point.

I was being facetious on the point that 2GB is some Great Wall of China barrier
