hello on my new hard disk i created new partition and installed windows 7 so trying to format my other partition which got vista os but message tell me that it cannot format disk. trying to do it from win 7 system obviously and right clicking format but not happening. is there a way to get it to work?

At a guess the system is actually booting from the Vista partition in which case the system won't commit suicide by allowing you to format it. Generally in this situation it's best to install the OS so that only a single disk is connected to the system.
If you've only just installed Win 7 I would suggest that you disconnect the Vista drive, reinstall Win 7 then reattach the Vista drive. If you do that the system will boot from the Win7 drive and should let you format the Vista drive
