Not fast enough for WoW

The weather in Alonsus has been a little breezy, but it'll soon pass

However, the minimum frame rate must be kinda low since it is sometimes jumpy. Any advice on how to reduce this jumpyness?

Ok, I've been doing some research and I think my problem might be solved by this:

But if it isn't worth the money/wouldn't help, then I'll just spend the money on a 3rd WoW account to go on my 2nd monitor that I'm getting soon.

I realise now that my mouse is completely unrelated to that, I just thought it shared a bus with my cpu/graphics card. Back on topic, can anyone advise me as to whether this would help my stuttering issues?
