Not running at right speed

Hey, My dad has an old pentium dual core PC at his house and it says on cpu-z that it should be running at 2.5Ghz, but it says on cpu-z and in bios that it runs at `.8ghz, so I stress tested it and as you can see it says 1.8Ghz, if anyone can explain or tell me how to get it at full speed it would be much appreciated, cheers. Possible, but the cpu is still stuck at low speed under load, 9x might be the lowest multi available, hence my suspicion the cpu is not fully supported by the current BIOS.

Edit: To the OP, if you click on the mainboard tab of cpuz it'll tell you the BIOS date.

12/29/2008 is the bios date, this machine was built my a local computer shop after our very old single core evesham died, I've only just really looked at the specs of it since I've got more interested in computing
 
Thanks for the support, I've never updated a bios before, I'm unsure of how to go about it, any help would be appreciated :)
