He's sorry he got caught, not sorry he did it. He obviously has severe anger issues and it's likely he's done this sort of things to many people before, in his car and outside his car. What we're seeing here is a bully being on the receiving end of the intimidating behaviour he has likely given out his whole life. I'd say that sounds like justice to me?
And not to try and stereotype too badly, but I'm not exactly shocked and amazed that he is a roofer either.
