Noticed something really odd..probably bad

Now after being slagged off for having a "slow and laggy" PC, I looked into OC'ing and then noticed something really odd which would kinda explain while my system was slow, now my CPU is stock and I haven't done anything to it via BIOS or such, now these images should explain lulwtf is going on..

It's speedstep ,it lowers your multiplier whenever your CPU is idle to save energy.

You can disable it in the BIOS.
 
Use task manager to see if there's anything hogging up the CPU. You have more than enough RAM too, so that can't be the problem, although I would use a memtest to check that your memory is fine. Another possible root of the problem could be your harddrive.
 
Will do mate cheers but yeah the latter is probably it, had the HD's for a while now but downloading memtest as i type!
