now that ive built what programs?

have a look in the overclocking section they have some nice guides and recommend programs.

I current overclock through the Bios as it i always better
Current use Everest Ultimate for checking temps/other stats
CPU-Z - for voltage/clocking of gfx and cpu info
If you are on ATI then Traytools or rivertuner for gfx overclocking (or just Catalyst but cannot reduce clocks under 507/250 setting)

What Samsung monitor is it?
 
thermal paste will need a few cycles before it sets in properly, if after a week temps are still high then you should probably remove the heatsink, and clean off the paste and start again.
