Ok a 4090 would be like a solid 200% uplift over a 3060Ti give or take , would have been a stunning match for your Alienware QD OLED and would have had no issue driving that panel. Trying getting on the phone to them and say you made a mistake and want it again

They had a price adjustment solely down to the strengthening of the pound and euro against the dollar , they are still the same price in the US. When they get a price cut there on msrp we will as well but the recent reduction was not that.

You might get away with it for the time being depending on your CPU , for reference i am using an overclocked 10900k and overclocked 4090FE , load of watercooling gear and during games at native 4K power usage is around 550 to 600w from the wall ... my PSU is a Corsair Hx1200i . What will catch you out is any transient spikes which could trip the psu, Upgrade wise i would use something like one of these ....
