Ok here is what i will do. i wil try and get 5090 and run it at 450w max5080 will be a decent upgrade from 3090, without ‘busting the bank’ like a 5090 upgrade.
If you have a high refresh rate 4k monitor, you can potentially benefit from the MFG tech on the 50 series. If you don’t have a high refresh rate 4k monitor or have no interest in the MFG you would get less of the benefits.

Yeah I honestly don't get powerlimiting tbh, like it fully depends how much you game, but you'll only ever consume that high end if you're playing a game that maxes it out, if you play like myself which is around an hour or two a day, that's barely anything on the energy bill imo.Yep cut 150w power for 6-8% less performance. Gap between 5090 and 4090 is so narrow already though, I can't understand why anyone would pay $2.5k for a 5090 and then willingly drop it's performance by 8%

Physical Design, Heat & Noise
The ASUS RTX 5090 Astral OC is a big and heavy graphics card and that's fine I think. If you're buying an RTX 5090 you are aware that for good cooling you'll have to go big. If you don't, then the dual-slot Founders Edition is for you. I really like the physical construction of the Astral, the all-metal cooler design feels really awesome, also thanks to the matte surfaces all around. The color theme looks brilliant, especially paired with the highlights. Unfortunately, out of the box, the card doesn't run much quieter than the tiny dual-slot NVIDIA Founders Edition: 39.3 dBA vs 40.1 dBA—something you'd never notice subjectively. Temperatures on the other hand are greatly improved, by 22°C. While that is certainly an amazing achievement I feel like a more balanced configuration with lower noise would have been better. ASUS includes a dual-BIOS feature with their card. The second BIOS runs a more relaxed fan curve, but it's not much quieter and achieves 36.5 dBA with 70°C. Sure, good temperature, but isn't the point of a "quiet" BIOS that it's quiet, even if temperatures are higher? MSI's Suprim lineup does much better noise-wise, with temperatures that aren't that much higher.
Our apples-to-apples cooler comparison test reveals that the ASUS Astral cooler is NOT the most powerful air cooling solution tested today. MSI Suprim's cooler is a little bit better, probably because it has 11 heatpipes vs 8 on ASUS and less space taken up by the cooler shroud, so the heatsink is bigger. Compared to the Founders Edition, at the same heat load and noise level, the ASUS cooler runs a staggering 18°C cooler.
