There is some truth to what
@sgoaty has said, most reviewers use the FE edition as a reference from what I gather.
A good aftermarket card with ample cooling and an overbuilt board etc can probably net another 10-20% on top of the "OC" pages on the review websites, but it's very much a case of silicone lottery as you might imagine and you'd be looking at well over a grand to get that sort of card on top.
It's a hefty gamble and imo simply not worth it when you're on something like a 4070tis, 4080(s), or 5070ti. I suppose you could try your luck and just return the card within the two week window if it doesn't push hard enough, but is that worth the faff?
If you really want uplift and have MM access, pop in a request for a 4090 and see if you strike lucky or otherwise it's simply not worth it, a few models should even have warranty leftover that most sellers on here are happy to work with.
The 5080 release from NV is criminal tbh, if they'd pushed the clocks higher and offered more memory on a higher bus I'd probably have bought one myself, a 320bit 20gb or 384bit 24gb would have resulted in a legitimately good card.
