Linux/Unix are not sentient entities. Any support comes from elbow grease of volunteers and enthusiasts, porting their favourite distro to their architecture of choice for fun or practical purposes.

and with some pushing ($$$$) they would
Windows has in the past run on Itanium, and DEC Alpha as well as x86 and x64 so there is no "religious" reason Windows is currently a x86 / x64 product other than there is no credible alternative to justify millions, if not billions of $ investment in producing an OS for.

In fact in the case of embedded devices Windows CE (and windows mobile) supports a whole range of architecture and processors (ARM, MIPS, SH as well as x86) See here.

If the market is there for a new CPU infrastructure MS would I dare say support it, conversely why would they spend a fortune producing an OS solely to make a new CPU manufacturer money at the expense of existing partners when there's nothing in it for them. For it to be worth the billions of investment to produce the new OS there would have to be the potential for MS to make the investment back again in sales they otherwise would not have had.

Sometimes just because you can doesn't mean you should...

Anyone got the faintest idea what this has to do with 480s by the way? :)
